Nearly all countries have mentioned the complexity of tackling underlying socio-economic determinants of health as being a barrier to putting more attention on health inequalities.
Both the lack of awareness and understanding of policy makers outside the health sectors and to a lesser extent the lack of understanding by the health care sectors have frequently been mentioned as a barrier to take health inequalities forward.
