[In this section main tools used to implement and monitor national policies in the field of health inequalities are listed.]

Applied by the Health Sector

The Ministry of Health has tools and methodologies they use in addressing social determinants of health inequalities. Tools that are used systematically include research and/or statistical data on SDHI and grants funding health programs.

Funding
Grants funding health programmes are available as part of policies including:

  1. National Strategy on Preparation for Ageing and Demographic Change 2008 -2012
  2. National Plan for Support and Integration of Disabled Citizens 2006-2009
  3. Health 21, Long- term Programme for Population Health Improvement 2000

Funding programmes have implications on the implementation of policices. They also contribute to increasing awareness of SDHI. Monitoring and evaluation of funded projects are done (not  available for public use) descriptively. Questions answered include how many projects there are, how many people from a target population were affected and the number of applications. According to this data, it is difficult to say if the fundings programmes are really successful in reducing health inequalities.

Strategic Initiatives
In the course of Closing the Gap, participating institutes have developed Strategic Initiatives outlining further steps that can realistically be taken to tackle health inequalities. In order to support this process, an internal policy tool kit was developed to give further guidance on potential strategies for action. The Strategic Initiatives were shared and discussed in the context of the National Seminars that took place in 17 countries in mid-February 2007.

Applied by the Non-Health Sector

There is no explicit allocation of financial resources for SDHI. There is some indication from the state budget and some ministries have funding for programmes (grants) which partly deal with socio-economic determinants and health inequalities but this is more of a by-product than an explicit aim.

Coordinating Unit of National Action Plan on Social Inclusion (NASPI)
This is a coordinating body within the Ministry of Labour and Social Affairs which brings together local and regional  activities (NGOs), research (universities), policy and legislation in the field (other ministries). It operates as part of the National  Report on Strategies on Social Protection and Social Inclusion. They have had a permanent grant funding program since 2004.
