In the course of Closing the Gap, participating institutes have developed Strategic Initiatives outlining further steps that can realistically be taken to tackle health inequalities.
In order to support this process, an internal policy tool kit was developed to give further guidance on potential strategies for action. The Strategic Initiatives were shared and discussed in the context of the National Seminars that took place in 17 countries in mid-February 2007.

This Ministry uses information gathered from different surveys conducted by TNS Emor and Estonian Institute of Economic Research. This is undertaken systematically by the Estonian Institute of Economic Research and ad hoc by TNS Emor.

For the evaluation of the Estonian Population Health Development Plan, there are periodically updated databases and resources. Most important of the data collected is the health care system consumer satisfaction research, which is conducted every year through the Health Behaviour Among Estonian Adult Population study. Also important is the ESPAD and HBSC among schoolchildren which is conducted every four years and the Estonian Health Survey.
The Estonian Institute of Economic Research works in the following areas: economic and market research based on surveys, analysis and assessment of Estonia's economic situation, comparative analysis of the economic situation in the Baltic States, monitoring and analysis of the world's economic situation from the Estonian perspective, research of the marketplace, consumer surveys, consumer questionnaires (to determine attitudes, beliefs, habits), focus group surveys, testing of goods, services, advertising (consumer evaluation) and socio-economic research. The socio-economic research looks into factors associated with household economics. The Institute also does research into factors associated with the workplace, price surveys (monitoring, analysis, forecasts) of foods, transport, manufactured goods and services.
